One of the issues discussed at all levels relates to the so-called brain drain to other countries. India has established a large number of educational and technological institutions which have helped it to cultivate rich human resources. However, bright technologists and scientists are going to advanced countries and earning and learning more than they could in their own country. In some countries, they have earned good reputation and money in abundance for themselves and the country. Because of this, they are not allowed to return to their motherland, even if they wish to. To retain them in the countries where they have migrated, they are given higher salaries and better prospects in their jobs, which makes them stick to their places of work. In India, there are some people who want their talents to be used for the development of their motherland, and stress that they should not, in the first instance, be allowed to go to other countries. Further, if they do go, they should be forced to return as public money has been spent on their education and training in India. However, the government and several others do not favour this approach and are not inclined to disallow bright youngsters from going abroad to benefit themselves and the country other. They say that in other countries they get opportunities to learn in the company of experts at workplaces and places of learning, which they may not be able to do in India. Moreover, they earn and help their relations in India, which reduces the burden on the government and society. The government says they are like fixed deposits kept in the bank, which can be used at any time, when the need arises.

This policy of the government is appreciated by the majority of people, including scientists and technologists in the country and by people in other countries with whom they have been working. In the modern world, this is a correct policy to adopt. The world should be treated as a family and citizens from different parts of the globe as members of one family. They should be allowed to live and work in any country. India proposes to continue with this policy for all time to come.
